Can you purchase insurance without a driver's license in Hawaii?

Will insurance companies still offer me a policy if my license expired? I want to purchase comprehensive coverage for the vehicle that I'm not currently driving, but my license has expired.

companies will not insure you without a license, although no law states that they can’t offer you a policy.
The reasoning behind the decision to deny you coverage is purely from a risk standpoint. You legally can’t operate a vehicle, but if you’re insured, the temptation to do so puts you in the high-risk category.
Unfortunately, you will need to provide proof of insurance to
register a car
in Hawaii.
That’s a double-edged sword that’s difficult to overcome. If possible, get your license and avoid the hassle.”
